Section 1: Draft Picks
1.1 Only draft picks within the next 3 years may be officially traded (i.e. only picks for those years that appear on the bottom of the roster pages).
1.2 Stipulations on draft picks are down to the discretion of the GMs. I will have no part in enforcing stipulations. Therefore, be wary of agreeing to stipulations.
1.3 The promise to get someone a draft pick by a certain year is totally down to the two GMs, and is not endorsed or enforced by myself or the league. Such trades should be labelled as “future considerations”, and finalised at a later date between the two GMs in question.
1.4 GMs have from the time of the draft until the start of free agency to sign 2nd rounders for a 3rd year at a cost of $750,000, and therefore gain bird rights on that player. GMs may also decide to release their 2nd rounders at no cost, although once again this must be declared before the start of free agency.
1.5 Teams can trade draft picks (either 1sts or 2nds) for “cash”. This works only when the team who is trading the pick has some cut salary on their roster. The two teams must negotiate an amount of cut salary that they deem the pick to be worth. The team that receives the pick will also receive the agreed sum of cut salary, while the team that loses the pick will have that amount of cut salary removed from their roster.
1.6 If a foreign player is chosen in the draft, his new team has the right to leave the player overseas for up to three seasons. When this happens, I shall write down the player’s attributes and enter him into the game engine before each TC, so that his ratings experience change. I shall remove him immediately after TC. The player is therefore not visible on the roster or free agent pages. The player’s salary will only start once he enters the league. Updates on the player’s progress shall be given on a regular basis.
1.7 Lottery teams have the right to workout three players of their choice. These three players will be pitted against each other in five categories of the GM’s choice (i.e. any of the player attributes, such as “post defense” or “strength”).
Section 2: Depth Charts
2.1 After a trade (even a small draft pick trade), both teams involved should be made aware that their depth chart may be automatically changed by the computer and, therefore, they should submit new depth charts, or else only have themselves to blame.
2.2 Intentional abuse of the above (in the form of intentionally letting the computer select a bad depth chart) will result in me considering a GM for the axe.
2.3 The computer cannot be used to recommend depth charts or tactics. You are the GM, not the computer.
2.4 Changes to depth charts should be made clear, i.e. if it is just a small tactical change then please point this out to save time. A good way of highlighting changes to depth charts is to put them in bold.
Section 3: Trades and Transactions
3.1 Only one free agent (veteran or otherwise) may be added to a trade, even if the trade is broken into smaller parts.
3.2 Players cannot be traded to-and-from the same team within the same trade or, indeed, within a short time period of the first trade of the player between the two teams.
3.3 I reserve the right to veto a trade in extreme cases. Examples where this may apply: 1) if it breaks any of the league’s rules, or 2) if I deem it particularly detrimental to the team in question or the league in general. My decision on this will be final, although I will consider the opinions of respected GMs, as well as any co-commissioners.
3.4 No "cut and sign" trades of any sort, large or small, significant or insignificant.
3.5 If a player is cut/dropped (be it in either via a trade or a transaction) he may not be re-signed by the same team for at least 48 hours.
Section 4: Tanking
4.1 Intentional tanking is banned. This involves the following:
4.2 Depth Charts must consist of your best players playing at their natural positions. Benching your best players is not allowed. An injured starter can go on the injured reserve, but must return to the team as soon as he is able to do so. The chosen tactics must also play to your team's strengths.
4.3 Cutting decent talent and signing bad talent in their place is not allowed.
4.4 Trading good talent for lesser talent is only allowed if the team in question gains something from the trade, be it cap space or picks.
4.5 Signing weak free agents when blatantly more talented free agents are available is not allowed. If a team has a lot of cap space then they will be expected to use the majority of it on suitably talented players.
4.6 If a team doesn’t have a player at a particular position, they will be required to sign the best available free agent at that position. This stops teams from fielding a team full of guards, for example.
Section 5: Free Agency
5.1 If a player requests a contract, his team is not allowed to decline the offer and then sign him to a larger expiring contract. If the GM wants to offer an expiring contract, it must be for less or equal money than the player requested during the contract request period.
5.2 If a player asks for a specific contract, then the team reserves the right to accept or decline any and all contract offers.
5.3 GMs must not send more than 15 bids per period of free agency (e.g. FA Days 1 & 2). They can send a new list of 15 bids for the next FA period, should they so choose.
5.4 Teams must ensure that their team salary is over $35m at the start of the regular season. Failure to do so will result in the loss of LLE and MLE the following off-season.
5.5 When a team uses their MLE, they have the choice to sign that player for multiple years at an increase in salary of 10% per season. This decision must be made before the start of the regular season. The team can still use their MLE the following season. Players signed to a one-year MLE cannot be traded. Players signed to a multi-year MLE can be traded.
Section 6: Positional changes
6.1 A maximum of three positional changes per-team per-season. This rule will be strictly enforced, so please don’t try and take advantage of it.
Section 7: Player Injuries
7.1 If a player gets a long-term injury, some of their attributes will decline by a random amount (using a random number generator) within the following parameters:
- Injured for 1-59 days: No penalty.
- Injured for 60-69 days: Random number of 1-10 will be taken off real potential and scouted potential.
- Injured for 70-99 days: Random number of 1-25 will be taken off real potential and scouted potential.
- Injured for 100+ days: Random number of 1-50 will be taken off real potential and scouted potential.
Section 8: Salary Cap and Hard Cap
8.1 The league’s salary cap will be $50m. This is subject to change.
8.2 The hard cap is set at $100m for all teams. This is subject to change. The hard cap only comes into affect for the start of the 2008/09 season, giving teams two years to navigate under the hard cap.
8.3 If a team goes over the hard cap at any point in time, they have 48 hours to get back under it. Failure to do so will result in the following punishment (which is non-negotiable):
- Loss of all free agency privileges for the following off-season, including LLE, MLE and ability to re-sign players. Only one-year minimum free agency signings will be allowed.
If the team fails to get back under the hard cap within a further 24 hours, then they will face the above punishment as well as the following extra punishment:
- The player on the team with the largest total contract will be cut from the team, with half of his contract payable by the team in question (as cut salary). The player’s new team will be decided by a random number generator – that team then has the choice of whether to sign him or not (for the league minimum for one year).
- After the above player is cut from the team, if the team is still over the hard cap, then the player with the second largest total contract will also be cut, with half of his contract still to be paid, and so on until the team is under the hard cap.
Section 9: Sim Schedule
9.1 Where possible, sims will regularly take place on Sundays (10-days), Tuesdays (5-days) and Thursdays (5-days).
9.2 “Bonus sims” will take place approximately once per week. These will be 5-day sims when and if I find time. Therefore, on average there will be 25 days of simmage each week.
Section 10: Other
10.1 I reserve the right to add or amend the league rules at any time, in the best interests of the league.
10.2 I have the final say on all matters, although people’s opinions will be considered where applicable.
